NPS guide not launching for some

We have an internal segment to test an NPS guide. It doesn't show for someone who is part of the segment, matches, and I can see their activity on mobile every day. The guide says it's targeting everyone in the segment and the numbers match. The user doesn't have any ad-blocking or strange stuff going on. Any ideas why it's not working?
