Button row padding affects buttons themselves now?

Was there a change what the row padding affects?

In a row of buttons, I don't think that the padding used to affect the spacing between the buttons inside of it, but my buttons are now spaced out more (the margins on the individual buttons themselves did not change).

Is this a bug or should I go ahead and re-do my saved layouts?
