How could I launch guide B when I submited guide B for more than 7 days?

How could I launch guide again when I dismiss the guide for more than 7 days?

here is our requirements:

When guide is shown to users, if user dismiss it, then show it after 7days, if user has submitted response, then show guide again after 3 months past.
