You should choose the Sitewide activation method. This would also include your login page (if Pendo is installed there), so be sure to exclude the login page if you prefer.
How does one exclude a page for the resource center? I can find where to do that for each module but I can't find where to exclude the badge from appearing on a certain URL.
If you already have the page tagged with the page exclusion you're looking for, then you would go to the Resource Center activation settings, badge settings, then Location to choose which page to target the RC badge;
