Testing segments in resource center
I understand that segmentation works on the module level. I have set some of my modules for only owners.
When I preview the resource center, logged in as a user who should not see all the modules, I still see them.
Does preview ignore the segments?

Segments apply to draft, staging, and production. Did you try logging out/back in or clearing cache? Sometimes stuff gets held on to. Also some modules have multiple segment rules -- announcement modules have the module-level and announcement-level segmentation.
