check the site's content security policy (CSP), sometimes it needs to be updated to allow the designer to open correctly for guide building and tagging.

You always have the option to dismiss the guide when the user clicks something specific like the feature you're pointing out in the UI, that is OOTB functionality.

You should be able to use segment rules that look at feature usage, or you can look at Feature details and click the "view all visitors" to see the report of visitors based on your segment and date...

In mine, it looks like they are in reverse order of when they were last modified, with the most recent being at the top and Default being at the bottom.
