Who can edit themes?
According to the support article on Themes, users who can manage themes are, "Pendo Admin or User with Create layouts and guides from scratch to manage Themes"
I am finding that only an Admin can manage the Themes but not a user with create layouts/guides from scratch permissions. Has there been a change in the product in this regard? I don't see any options to control Theme permissions in the Custom permissions view either.

The Themes article looks like it's still referring to v1 roles and permissions (until I update it in about 5 minutes). With the update to v2 roles and permissions only admin users can manage themes. The default user roles table in the new Roles and Permissions Overview article shows the breakdown for access to the various configuration pages, including Themes.
Provisioning access to manage Themes independently in custom roles is on our radar but hasn't shipped yet.
