How to enter a tool tip in a pop up page?

I can't seem to figure out how to create a tool tip within my app that has a pop up page. Any help will be greatly appreciated.

The pop up URL changes so its not always the same exact pop up.

Thanks for your question in the Discussion Community. You mention that the URL may be changing since it's not the same popup but is there a similar structure that you can use Wildcards?

Also, what does this popup look like? Do you have a constant element within these popups that you can target to prompt an activated tool tip?
