How do permalinks affect guide eligibility

Great questions from alan.stephens about using permalinks for a guide:
  1. If a user arrives to a page and is eligible for a guide due to a permalink, does it automatically take precedence ahead of any other guides the user might also be eligible for, regardless of guide Ordering?
  2. If the user was eligible for another guide on the same page that is set to adhere to throttling, will it be suppressed i.e. it won't show when the user dismisses the permalink guide
  3. If the user was eligible for another guide on the same page that is set to ignore throttling, will it popup as soon as the permalink guide is dismissed?

    1. It's the same as activating the guide programmatically with the API and will ignore its Ordering settings
    2. Yes. For example, we have two Guides: A and B located on the same page. Guide A is set to display automatically and does respect throttling. If Guide B is displayed via URL/API first, Guide B would prevent the display of Guide A in that situation. Guide A would respect the throttling rules as long as it's set to Automatic Activation. If instead Guide A is badge or target element activated, manually triggering those guides would cause it to not respect the throttling settings.
    3. Yes, the user in this case would receive both guides.
