Hi, I've created a custom segment from a csv that has 23k user ids
I only see that there are 149 eligible visitors. Is the upload/segment still processing? How long does this take? It's been close to an hour since upload. Is having such a large segment not advised?

It could be, or it may need the users to log in again to include them in the count.
